There are a few ways to remove scan lines from photos in Photoshop. One way is to use the “Lasso” tool and select the entire area that you want to remove scan lines from. Another way is to use the " marquee tool" and select a specific area of the photo and then press “delete” to remove all of the scan lines from that area.
